The Vanuatu National Bureau is the Government statutory body established under the Vanuatu National Bureau Bill 2026 to administer Vanuatu National Status — with its Non-Citizen Travel Document — and the Vanuatu Digital Residency, under one common standard of integrity. Neither programme confers citizenship.
Established by Council of Ministers Decision N°273 of 6 October 2025, the Vanuatu National Bureau administers two sovereign programmes: Vanuatu National Status, a defined legal status for vetted non-citizens with its own ICAO-standard Non-Citizen Travel Document, and the Vanuatu Digital Residency for the global digital economy. Applicant capital is directed to the National Development Fund and the Strategic Bond Deposit — independently managed and publicly reported — making the programme a source of non-tax revenue for the Republic. Neither programme confers citizenship, and every final decision rests with the Government of Vanuatu.
